Update again, so I've replaced the relay and the seatbelt warning light works more reliably than it was before and there is defiantly damage on the old relay however it hasn't fixed the hazard lights, there is still the buzzing sound coming from the new relay so I guess the issue is somewhere between the switch and the relay, any ideas?

I'm a bit confused as to whether you are changing the buzzer relay (which is the one Andrewbrown suggested) or the flasher relay OP.
Anyway, enough comment from me on this matter. I hope you manage to fix the problem.
