Its usually described as a battery vent. During charging, lead/acid batteries give off tiny amounts of hydrogen gas. This device and pipe diverts it safely away from the possibility of it concentrating in any one area. Although, you would have to seriously overcharge the battery for a significant volume of gas to be generated that would be dangerous. Can see the point if the battery is in an enclosed space such as a boot, but not under the bonnet.
