Not all cars monitor the fog lamp.
To test if your's does, simple remove the foglamp bulb, turn on the rear foglamps and go for short a drive.
Some of the lamp monitoring systems take a bit of time to determine that the lamp is blown (or missing), and thus a short drive helps it.
If your car does not monitor the fog lamp, then just add another bulb in parallel.
