Presumably this is to mitigate the risk of a pedestrian crossing between stationary vehicles, or at a traffic light where the car in front goes through the red light.

It used be approx. 3 seconds on the V70, on the V90 it's a little longer (never timed it). The driver 'input ' is a quick push on the speed increase button just above the main selection button. This works for about 20-30 seconds after which the function drops out. Sorry to be so vague but it's use is totally second nature after a while.
