On a question of legality, I think (IMHO) you'll find that this :

Replacing the original "parking lights" ( correct terminology being Position lights ) with DRL's probably means
there are NO Position lights on the car, leaving you open to a Fine, and the already mentioned Insurance issues.

However, if the DRL's are added to the car, then there would be no such issues,
providing the DRL's themselves comply with Regulations.
