This is not exactly a design flaw, nor unique to Volvo. The blower resistor frequently fails in other cars the same way. I am only a little wondering why the fan is connected so it has power even when car key has turned off other stuff, but it is.
It is 99% the blower resistor. It costs around £40 from online stores and can be changed on your own, but it is very tight and uncomfortable. Slightly easier on UK cars than left side driven cars I would guess.
