I have the lower powered 2010 xc60 manual 175hp that was made for the buyer who wanted mpg over mph. I have never seen less than 31 mpg (imperial) when used for town driving and this was when the dpf sensor was playing up. If you have the full powered auto you would obviously see a good deal lower mpg. My mpg figures are using the calculator in the car, maybe if you are taking your figures from your calculator it could be giving you false readings. Some owners use the very best diesel and achieve better mpg than with cheapest diesel, although the extra cost needs to calculated. You could also have a power chip or similar installed. You could check your air filter for starters and the amount of weight you are carrying as the figures you give do to me seem very poor. Could your brakes be binding or your tyres low on pressure. A roof box can cause drag but about town it shouldnt be to bad.
