Trying to remove a plug is only likely to make matters worse.

As far as I know any repair must be to the appropriate British Standard to make it legal for use on the road. This is basically preparing the inside of the tyre and then gluing a plug and patch, that looks a like an umbrella, on the inside of the tyre and through the hold in the tread. If done properly this can be a permanent repair. Any thing near the sidewall cannot be repaired, only punctures in the tread pattern away from the edge.

Best get it checked out by a tyre specialist to be on the safe side.
