So if a one way street is closed off at the end are you going to sit there until "orders of authority" actually come and tell you to turn around? That would be brain dead!
We don't drive on hard shoulder here as they are for breakdowns and emergencies, to use the hard shoulder would lead to more congestion and slow traffic even more, that would be stupid!
