"does not cover":- Lamps (LED lamps are covered providing 50% of the lighting has failed), bulbs (Bi-Xenon bulbs ARE covered).

This would then imply, that the term "Lamp" is not used to describe the headlight ASSEMBLY, but is used to differentiate between LED lights and incandescent - bulb shaped - lights. Lamps vs bulbs. The ejit who "confirmed" does not understand English or implication. I would say that you have a strong case to argue that it is the Headlight ASSEMBLY that has failed, and that the warranty's wording covers this perfectly - the difference between a lamp and a bulb - when it states that:- "50% of the lighting has failed" is obviously referring to [such as] 11 out of 20 individual LED's on a brake light cluster, for example. Also, the fact that Bi-Xenon BULBS - ARE covered, then the rest of the headlight ASSEMBLY is also covered, as it is not expressly excluded, as lamps and bulbs are adequately described above.

Hope this helps. I wouldn't pay £1500 for a light assembly....
