The tow bar side plates fit to the bumper iron attachment bolts. You may have to use longer bolts. Use good quality ones. I doubt if the line of staggered bolt holes is done at the factory. The original instructions may have come with a dimensioned strip for marking them out or you drilled to match the angle iron, I think my interior bar is an angle section, not positive, but that would be better as it is stiffer and stronger. 2" angle about 3/16" thick or about the same thickness as the mating back bar on the tow bar? Can't tell you but if I go up the garage I will check. The spacer washers are about 1/4" thick.
As said, I wasn't fitting it as a first fit. I removed it to fit the stainless rear bumper. It was also a good excuse to paint it. I then refitted it the same as it was.
