'Ah' says Volvo, 'you will need a software update each time you change the wheels which costs £52.50'. So another £100 per year in running costs

The circumference of my current wheels is 236cm, the 18" = 232cm and the 19" = 233cm. Each of those will vary by up to 5cm as the tyres wear.

So my question is, is the software reset just the slight change in circumference and so I can just ignore it or is there something I am missing?

(I have asked Volvo who have yet to fully explain...)
You miss nothing. I swapped from wide 20" to the narrower 19" and was warned that it might throw fault codes etc. All four wheels and tyres were changed and I gave them the tiny percentage difference in rolling circumference, which is basically the percentage difference in speedometer reading which didn’t seem to register in the service manager’s head.
I swapped them myself with zero issues. None whatsoever then or since.
