Are you saying that there is no small O ring currently fitted to your new filter ?
The filter should have had the large O ring for the plastic housing and a small O ring for the spigot on top of the filter ( unless it came prefitted )
If there was no small O ring I would have at least swapped the one from the old filter onto the new one.
If there is no small O ring on your new filter at present, I would say this is the root cause of your issue as the system will constantly be losing pressure.
