This came up for the V90 (assume similar to XC60) last year and sourcing the parts isn't the issue, apparently they need coding to the car to function. The switch is there already and at least on the V90 so is the wiring loom.
If I remember correctly the issue is that front fog lights aren't an option that can be added on their own, so they can't be just turned on. I could be wrong though!
