The window check was just to double check the cem as it is a cem function.

Concentrating on the front wipers.....

Now we know its not
a fuse
a short in rear loom
the cem
the stalk

by a process of elimination you need to check the wiper motor at the front firstly check if the motor is getting any power - use a multimeter
then disconnect the plug (uncover the plastic clip on cover and check the plug for corrosion as well). If there is power going into the motor at the correct time then check the motor itself as it may have died by running a line from the battery terminals to the motor and see if it works.
