You really need to measure everything, or have a machine shop measure everything, in order to determine what needs to be done. Machine shop can tell you if rebore warranted. You should rely on machine shop to set your clearances.

The business about measuring the crank for out of round is done with a dial indicator. Measuring the journals for size can be done with vernier calipers, but also with a micrometer. Look at the backside of the bearings to see if they are marked as that will give a clue.

A bore gauge is used to measure and assess the condition of the bores. That “lip” that you felt at the top of the bore might give a clue if metal or carbon.
