Of course they could do what the Japanese have done on cars in their markets for years Limit them to 112mph but gear them so they got there a lot quicker.
I'm sure mine is already limited to 130mph it's in the manual somewhere.
Why 112 though ? I'm allowed to exceed it on sections of the Autobahn in Germany ( I got to 120 earlier this year)
Maybe a better option would be to enforce limits to speed in built up areas, which would be fairly simple to achieve with GPS etc. although I wouldn't agree to a hard stop at the speeds as that could prove dangerous.
