I think I've done that once, in Germany..
But more out of curiosity than need.

I'd say that nobody NEEDS to drive that fast.

But quite often there is actual need to "jump" to lets say 5-10 mph over the limit, for a very very short moment(think 100-200 metres). It may be to avoid some irratic driver, it may be to avoid accident..
So a "hard" limiter in my opinion would bring more grief than good.
