I'd say that nobody NEEDS to drive that fast.
But quite often there is actual need to "jump" to lets say 5-10 mph over the limit, for a very very short moment(think 100-200 metres). It may be to avoid some irratic driver, it may be to avoid accident..
So a "hard" limiter in my opinion would bring more grief than good.

Out of interest, what did it feel like and did you decelerate quite quickly after you had got there? I've gone 120mph as a passenger in an E class Merc and it was as easy as you like but it may feel differently as the driver.
