Thanks guys. I get the impression that the Bedini system is somewhat 'agricultural', and having now had a look at it and adjusting the settings slightly, I can see why. There is no way to get it running perfectly properly right across the rev range. I have improved it slightly with the 'hold it at 3k and play it by ear' method, but ultimately, an upgrade of vapourisor, set up by a pro is going to be my best bet.
