The headlamp washers come from the front screenwash pump, the nearside headlamp wiper has its own motor as does the offside headlamp wiper so it sounds as if your offside headlamp wiper motor is lazy or something is overloading it. It hasn't been hooked under the stop on the bottom of the headlamp lens has it?
