It sounds like a poor earth, causing a voltage drop whenever a heavy current is switched on.

Mine often did that little falter in those circumstances, but it was only recently after I had to do a lot of diagnosing to counter the effects of heavy rain and deep puddles that I found the main earthing point, hidden behind the battery.

Apart from fixing the damp problem, I noticed later the falter had disappeared too.
