OK, once again ;-)
Step1: do you have the right key to try to start. The anti-theft-device will be switched off only by the right key
Step2:the fuel pump relay : it is a two step relay. First step is fuel pump, only one in tank pump at a 1997 940, the second is to power the ECU. You will need a y- bridge to test if this relay is the fault.
Step 3: CPS
Step 4: fuel pump is gone (not enough pressure) you will be not interested in step 4, because of no spark.
Forget the RSR relay. Till now I never ever had a faulty RSR at a 940 1992+
5V where? I didn't read carefully or didn't understand.
No big miracles with a 940. My 744 even did start with fuel 8 years old ( ok did smell terrific, still did run)
