Temporary repairs are made using a strong needle & string insert that blocks the hole . Any tyre fitter should have no problem removing the temporary device & bonding in a suitable permanent repair from inside the tyre .

The only real stumbling block would be if a sealing foam or liquid had been used to augment the repair . No repair can be made to a tyre that has used these sealants , as you have no means of assessing any additional leaks / damage .
