Default not your normal EML question

i am after some advice if possible, i have purchased a volvo v70 2.5 tdi 140bhp, it is the P2 shape, bought it about two weeks ago and have just noticed that the EML does not light up when you turn on the ignition on, so i have removed the instrument cluster and had a look where the diodes are on the circuit board, only to find that the diodes for the eml and the vehicle service have been removed, i have had the man check the car with a snap on diagnostic machine, this connected to the car with no problem and he has found no fault codes at all, now the big question is can the DIY man [me] repair this or is this a specialist job, car starts and runs ok, its a little bit sluggish at low revs, but the turbo comes in about 2.5 rpm and it is livable, any advice on this matter would be greatly appreciated
