In the U.K. the tailgate has to be able to be opened from inside the car if it is an exit route for passengers. Hence on XC and V70 7 seat models where the additional 2 seats are in the luggage area - there is a handle. On the XC90 where all 7 passengers board/alight by the main doors it is not needed. FYI the interior tailgate handle on 7 seat 70s is also an MOT testable item.
