I don't believe you can service the primer part of the housing. You could try spraying silicone in there to try soften any rubber components. The complete housing itself, Volvo refer to it as a Fuel Strainer, is P/N 30875319 if you wish to do some further research.

There's a listing of the gasket/seal (P/N 30852919) between the heater and the housing and this may have gone hard over time. This may very well be the same dimensions as the filter gasket
