Fuel Station Drive away's using false plates are fairly common although they do try to get a picture of the driver now as well.
I don't think I've seen more than a handful of traffic police on the roads in the last 10,000 miles unless they've already been dealing with an incident.

Remote enforcement = increased incentive for false number plates.
Its such pure common sense that it kind of explains the caliber of the people in authority.
