Why? It will still pass the appropriate MOT exhaust gas emissions limits.
Other models of the period didn't have it. I had endless problems once with EGR and Pulsair and the Pierburg carburettor and simply pulled out the whole lot and fitted an ordinary Stromberg carb with the correct needle.
It easily passed the MOT emissions levels.
Rather than struggle to block the manifold tapping you could just fit a different manifold that doesn't have one.
