Spare Wheel Winch
I suspect it's a design issue. The Cable on ours was bright and shiny - no hint of rust but it got stuck and refused to unwind to replace the spare.
I think you need someone to apply weight to the cable as you wind it up - not easy if your on your own or your passenger doesn't fancy getting dirty on the side of a road - and how would you know to do it in the first place?
I drilled a hole near the spindle and sprayed Plusgas in. Then "The Mrs" swung from the cable whilst I turned the spindle back and forth. Surprisingly it worked!! It untangled itself!
The spare is back in place and no bill to pay.
I hope it works for other readers.
