Every new jack I have ever bought said to operate it through its full operation cycle a couple of times to clear any airlock that may of been caused by transit.. I have bought engine crane rams that came only half full of oil. Topping them up with type 46 hydraulic oil soon cured the short travel problem. Likewise my 10 ton porta power needs occasional Topping up as I disconect the pipe to store it when low on oil they all give the symptoms you describe.

I will have another play with it, I will do a few full travel's with it and see what happens before entertain looking at the oil side of things, not sure where it would go in mind...
