My 1999 v70 was fly by wire so I assume while yours is a 1999 registered car it's a 1998 biult car or at least the same . On this basis I would say yes it should fit being as it was the last produced cable for a V70 and you have one of the last produced V70's with a cable.
As for the brake problem, I have not yet found the relevant thread but never had dangerous brakes with mine in 10 years of ownership and a 100K miles.
