From what I've read and to my understanding, they are talking about a potential additional platform below the 40 series to build smaller cars, maybe a 20 series with rivals to the Audi A1 etc. Further development of the 40 series, with sister cars like a saloon and a hatch to the XC40 (on the CMA - Compact Modular Architecture platform) I was assuming is more of a given, in the same way the S90 and V90 came after the XC90, the V60 and S60 after the XC60 etc..
