I had this happen to me a couple of months ago.

The wiring was fine but the terminals within the multiplug were dirty and needed to be cleaned.

Exactly the same symptoms: brake lights strobing, slow rear wash wipe and my tailgate would not open even though the car was telling me it was unlatched.

I had to sit in the back of the car and pop the tailgate interior light and remove the fasteners to remove that whole interior light trim panel. You'll then see two multiplugs fixed to the roof structure with the washer tube running alongside them. The grey plug on the left hand side with a large number of black wires was my culprit.

I split the plug and one of the thin male spade terminals was clearly corroded so I cleaned it up with a small cardboard nail file and popped it back together and hey presto!!! You may want to use some special grease that prevents water or moisture ingress into electrical connections.

This might help you with your issue. I haven't had any problem since my fix.
