Originally from the factory they had a little white plastic security seal which had to be prised out to enable a long allen key to locate it in the arm under the tube. The plunger showen was only fitted to some markets so you would simply just pull out the plunger and insert the long allen key to engage it in the allen screw in the arm attaching the metal plate to the fuel regulator barrell. with the plunger still in place i would be surprised it the allen screw is full of dirt.
