That'll be ASL - Automatic Speed Limiter. It's a completely pointless gimmick due to too many false positives, as you've found out. Fortunately it can be disabled - check the manual - and saved to your driver's profile so that it stays disabled.
There was a section of the (now defunct) old A14 westbound by Huntingdon with a 70mph speed limit, but a 40mph sign half way up an exit slip road. It *always* triggered the "exceeding the speed limit" bongs. Pretty sure if I'd had ASL enabled that a rear-ender would've been inevitable.
