Yes, that is a safe assumption. Given that the mid-range speaker is getting enough current to operate, it can only really be either a mechanical/electrical failure of the bass driver's voicecoil (they can overheat, distort and the former then get stuck so it doesn't move in and out freely) or possibly the crossover network component(s) (the capacitor that has already been referred to and possibly an inductor too).
