Just to refresh what i wrote 3 years ago on here ..

what it means is that when the car is static on full lock the tyres should not touch the scuff plate under the arch , but when driving slowly on full lock ( dynamic ) it allowed to touch , This is quite clear in the MOT testers manual where it says :

"2. Check tyres for fouling a part of the vehicle.
Note: This does not apply to vehicles designed to permit tyre contact with the chassis or frame e.g. steering lock stop function."

The fact that volvo put a scuff plate there for this very function means
It is ok to have scuff marks on it .
The Morgan sports cars have an aluminium block screwed to the chassis rails for this very function too as do other manufacturers no doubt ..
