You should always mention vehicle and pertinent particulars when asking for help, but I believe I can deduce from the "three horns", that you are asking about an 1800, because that is the only model I am aware of which had three horns.

I have drilled out rivets and cleaned up the internals to return them to operation before. Tip: Wear Hearing protection when testing!

I'm not certain about the frequency idea, but it seems plausible.
