I'm sure it isn't intentional nefariousness on the manufacture's part, but man's "nefarious" is another's "cost reduced"...my comment was meant half in jest, half in earnest...I expect there is some lube in there (I would certainly hope so, as it would be, IMO the proper way to manufacture and store/distribute these cables)...on the other hand, I'm sure they don't put in as much as I would, being of the position in this case, that more lube is better...I would say its impossible to overlube, and I would kindof like to put the cable in a position of lasting beyond those 2 decades...
