Default Need advice on V40 2014 model passenger side headlight

Hi, my vehicle Volvo V40 D2 CC 2015 make had an MOT failure last week as passenger side headlight was out of beam angle. This was rectified 2 years back by local Volvo dealer. They have no clue as how this was fixed then and are suggesting to replace the entire headlight unit for £580+Vat and labour. The issue is that, when engine is on and I dip the beam, both headlights switch to high beam, but when dipped back, passenger side remains as high beam although green indicator on dashboard turns off and right side headlight works perfectly.
Can someone suggest if it's a right approach to go ahead with my local Volvo dealer.
