The OD arrow lamp (far right in the display) goes out completely when the fuse is pulled.
Seams some 'cross talk' going on the instrument circuit board: My best guess - the voltage reg dumps current down the same earth that the OD lamp is on, so creating a voltage accross the OD lamp - & the lamp lights.
Next step - check that resistor with a multimeter.
