Had another good look around the area again today and can say with reasonable certainty that the weep is from the hose and is not dripping from above.
Additional research has high lighted that a Jubilee clip is a "no go". Others have tried and failed - ( to do with it being a high pressure system, although some have reported success on the "return" leg)
Consensus from around other forums seems to suggest either renewing whole pipe run, or as you have to remove old pipe to renew, taking said removed pipe to a hydraulic engineer for them to repair. I only have a minor weep, so unless things change, this is a job for warmer times.
