Is it not just the 2 pieces from the top corners of the bumper that wrap around to the sides (that the orange side lights clip in to? Rather than the whole bumper. Those bits have the dips in them to allow the wipers to mount through.
I took those bits off mine and the holes are there for where the wiper arms come through.
