If you don't sign into the app in the car, it will still work fine. Just any stations you use or favourite will not be synced to the other devices.
You only need to sign in in order to synchronise your favourite stations list. i.e. if you use TuneIn on your PC or your smartphone, and save a station as favourite on those devices, then if you've signed into the same account in the car it will also show up in the Favourites list.
