Do you mean it normally boosts to 10.5 psi?
If so, that's too low... 14psi is correct.

So maybe your boost control valve was knackered then?
One would expect it to use more fuel now it is boosting "correctly".
14psi is stock boost so you could go higher....

It is normal to lose boost I assume it is because of the rate the engine is sucking in air hence the pressure cannot be maintained.
But my MBC is turned up higher, and even up to nearly 6000 rpm it doesn't seem to drop below about 14psi although as I say this is below the peak.
The peak incidentally will vary very slightly due to the density of the air I presume, for a given setting, by perhaps +/- 1 psi.

Do you mean it only does this in 1st,2nd,3rd?
I'm pretty sure if you get it up to full boost in 4th and 5th you will notice it in those gears as well.
However given that 4,600 to 5,000rpm in 4th is probably nearing 120mph, then I can see why you haven't experienced this in 4th or 5th
