Find another dealer.
VIDA dice, the standard volvo dealer diagnostics covers from 2000 to 2014 on some models 2017 on others so your 2008 is well within its scope.

As to the fault, without diagnosis it's a guessing game that will quickly prove expensive. At that age I would be looking at the erg to check it's not blocked but diagnosis should point you in that direction if it's the case..
