It's cold in CT also, but I prefer working in cold compared to steaming hot...you can always put on another layer (and there's no mosquitoes!), but you can only take off so many layers before the neighbors start to complain...

+1 to V133's suggestion...remove the (solid, not stranded like Clutch Cable) inner cable of the Hood release, inspect weak spots due to rust, but otherwise, I'd lube with grease (graphite filled preferred!) and reinstall (lube latch mechanism too!...worse comes to worse and it breaks (unlikely once lubed) remove grill and access Latch from below.
