That sounds about right for the mechanical action BUT the vacuum sytem helps reduce rpm further , It is called the Overdrive function .
The way it should work is you get to say 35 mph and it's doing 3500 rpm then lift your foot up a bit on the accelerator and the speed will be maintained yet the rpm drop away to 2000 rpm or less over a period of about 5 seconds ....
