Not true, VW group were the only ones selling diesel engines in the USA that didn't have SCR systems. In fact so strict are the US emissions that Volvo, BMW, Mercedes, even GM and Ford didn't sell diesels in the USA as they couldn't meet the requirements.
The cheat device in Europe is actually legal. They are fined for covering up the fact they had the software and were not declaring it.
